Terms of Service

These Terms of Service (“Terms”) govern your access to and use of Bill100 (the “Service”), including the website, the REST API and the MCP server. By creating an account, tracking a bill, generating an API key, or otherwise using the Service, you agree to these Terms. If you don’t agree, please don’t use the Service.
What the Service is — and isn’t
Bill100 indexes the public U.S. federal legislative record from Congress.gov and GovTrack, adds plain-English AI summaries and tailored AI impact analyses, and lets you track bills with alerts — as a website, a REST API and an MCP server for AI agents. Bill100 is an information tool. It is not affiliated with the U.S. Congress, Congress.gov or any government agency, and does not provide legal, compliance or lobbying advice. AI-generated summaries and impact analyses can simplify, omit detail or occasionally err; every bill links to its official Congress.gov and GovTrack source so you can verify anything before relying on it, and you remain solely responsible for that verification before you act on it.
Accounts & API keys
You must provide accurate information when creating an account and keep your login credentials and API keys confidential. You’re responsible for all activity under your account and your API keys, including calls made by software or AI agents you configure with them. Tell us right away at hello@bill100.comif you suspect unauthorized access or a leaked key — we’ll help you rotate it.
Plans, billing & usage limits
Bill100 offers the following plans: Free (free), Pro ($29/month), Scale ($99/month). Paid plans are billed monthly in advance via Stripe and renew automatically until cancelled. You can cancel at any time from your billing settings; your paid features remain active through the end of the period you’ve already paid for, and no partial-month refunds are issued except where required by law. Each plan carries a published tracked-bill cap, monthly API allowance and rate limit (see Pricing); usage beyond the included API allowance on Pro and Scale is billed as metered per-1,000-call overage rather than blocked outright, at the rate published on that page. The Free plan simply caps its tracked bills and API calls each month. We may change prices or quotas going forward, with notice before your next renewal.
Acceptable use of the API & MCP server
The API and MCP server are for looking up and building on legislative data as part of your product, workflow or agent — fair use consistent with your plan’s published rate limit and monthly call allowance. You agree not to:
- Exceed your plan’s published rate limit or attempt to circumvent it (key rotation, distributed calling, etc.);
- Misrepresent an AI-generated summary or impact analysis as official congressional text or as legal/compliance advice;
- Attempt to access other users’ accounts, API keys, tracked bills or stored analyses, or reverse-engineer non-public parts of the Service; or
- Interfere with the Service’s normal operation, including through excessive automated load outside your plan’s limits.
Free-tier API responses carry a small attribution note; paid plans remove it. We may suspend or terminate accounts, or revoke API keys, that violate this section.
Your data
You own the tracked bills, saved searches and AI impact analyses associated with your account. We use them only to operate the Service for you, as described in our Privacy Policy. You can export or delete this data, and revoke API keys, at any time from your account. The underlying legislative record itself remains public data sourced from Congress.gov and GovTrack.
Disclaimers & limitation of liability
The Service is provided “as is” without warranties of any kind, express or implied, and without any guarantee that a bill’s status, an AI summary, or a tailored impact analysis is complete, current or suitable for a specific legal, compliance or business purpose. To the fullest extent permitted by law,Bill100 and its team are not liable for any indirect, incidental or consequential damages arising from your use of the Service, including a stale status, an inaccurate AI summary, or a decision made by you or an agent you configure, even if we were advised of the possibility of such damages. Nothing in these Terms limits liability that cannot be limited under applicable law.
Termination
You may stop using the Service and close your account at any time. We may suspend or terminate access, or revoke API keys, for violation of these Terms or for non-payment on a paid plan, with reasonable notice where practical.
Changes to these Terms
We may update these Terms as the Service evolves. If we make a material change, we’ll update the date above and, where appropriate, notify you by email before it takes effect.
